How Many Decks?

Now only being a member for roughly 2 hours, the first question I wanted to ask is how many decks does the QE2 have.

Wikipedia says 9, but we all know why they really can't be trusted.

The documentary QE2: The Last Great Liner says 13.

You obviously know more than I do, so here's the question: How many decks does the QE2 Have?

Some publications only quote the number of 'Passenger Decks', while others include the non-passenger decks (i.e., from the Tank tops upward, in the machinery & other spaces).
